CLEC's is part of a system divided into two group. The larger group is the Local Exchange Carriers (LEC) which is divided into two categories. United Fiber & Data Investor Bill Hynes - Development of York, Pennsylvania

United Fiber & Data Investor Bill Hynes says that his company, Think Loud Development together with United Fiber & Data, is moving along as scheduled with their plan to transform the telecommunications industry in the Northeast by constructing a 400 mile long fiber optic line from New York City to northern Virginia. A Think Loud spokesman says that this project will bring with it economic opportunity by luring progressive businesses who need access to high-speed connectivity.

United Fiber & Data Investor Bill Hynes says that he got involved with UFD, which is led by a top tier executive management team, because they could improve the entire region’s business prospects and internet services. In 2014, the Governor of Pennsylvania, Tom Corbett committed UFD and Think Loud Development a $5 million Redevelopment Assistance Capital Program grant to complete the compete revitalization of a former industrial printing press operation where the UFD and Think Loud Development headquarters are located. The location in York also houses a state-of-the-art recording studio for the band. Think Loud and UFD have also planned for an expansion of their company offices into an adjacent neighborhood and the construction of a 40,000 square foot data center.
